Manitoba Provincial Nominee Program

The Manitoba Provincial Nominee Program, or MPNP, selects immigrants based on the province’s unique economic requirements. The program seeks to be sensitive to the province’s broader economic interests as well as its labor market demands. Prospective candidates are informed about these priorities on a regular basis through the updated list of Occupations In-Demand.

Under MPNP, there are four main immigration pathways:

Which immigration Manitoba Provincial Nominee Program?

A synopsis of each of the more extensive Manitoba immigration routes is provided below.

Skilled Worker in Manitoba Pathway

The specific requirements of employers in the province serve as the foundation for the Manitoba Pathway SWM – Skilled Worker. It selects foreign-trained laborers who possess the necessary abilities and nominates them for a permanent residence visa in Canada. Candidates that have a significant connection to the province of Manitoba are given preference under this immigration stream, which is further broken down into two subcategories:

a) Pathway Manitoba Work Experience

Applicants with a provisional work visa who are currently employed in Manitoba fall under this category. It comprises temporary employees as well as Canadian post-secondary graduates living abroad.

b) Pathway Employer Direct Recruitment

This stream is for international candidates who have employment offers from Manitoban employers who are permitted.

Skilled Worker Overseas Pathway

Both a straight provincial stream and a specific express entry stream are available for the SWO, or Skilled Worker Overseas Immigration Pathway. It is aimed at foreign professionals with training and expertise in highly sought-after jobs in Manitoba. Priority is given to applicants and spouses with close family ties. The ability to get employment promptly, training, and work experience are the other main criteria.

a) Pathway Express Entry Manitoba

This route is available to foreign applicants who meet the requirements for Express Entry, have an active Express Entry profile, and are eligible through another MPNP stream. Candidates must have a close familial connection to Manitoba as well as experience, education, and training in one of the in-demand occupations.

b) Pathway Human Capital

This route is intended for foreign professionals with experience, education, and training in a Manitoban in-demand occupation. Additionally, they must demonstrate their ability to find employment as soon as they get to Manitoba.

International Education Pathway

This route is intended for Manitoban universities and colleges that have graduates from abroad. It is no longer necessary for candidates to work in their field for six months in order to seek for a nomination from MPNP. There are three subcategories within it:

a) Pathway Career Employment

STEM (mathematics, engineering, technology, and science) graduates from abroad can speed their nomination process by using the IES Pathway Career Employment program. Their internships have to add to the element of creativity. Applications from overseas graduates who have been offered a position in one of Manitoba’s in-demand occupations are not obliged to wait six months before applying.

b) Pathway Graduate Internship

Holders of doctorates and postgraduate degrees are the target audience for the Pathway Graduate Internship. Through internships that support innovation in Manitoban industries, their nomination is expedited. After graduating, graduates who have finished their Elevate or Mitacs Accelerate internships are eligible to apply. Receiving a job offer is not required.

c) Pathway Student Entrepreneur

The Pathway Student Entrepreneur program is designed for international graduates from Manitoban schools who want to start a business there. Applicants will not be nominated for a Canada PR Visa unless they have satisfied the terms of the Business Performance Agreement.

Business Investor Pathway

For eligible foreign business investors and entrepreneurs, there is a Pathway Business Investor program. Candidates are first granted a Provisional Work Visa, contingent on their capacity and desire to create or purchase a business in Manitoba within two years of arrival. There are two subcategories within it:

a) Pathway Entrepreneur

Candidates who are first offered a Provisional Work Visa and want to establish a business in the province might choose this route. They receive an offer of nomination for a Canada permanent residence visa if their business is established and meets the requirements of the Business Performance Agreement. Priority is given to candidates who launch a firm outside of Winnipeg.

b) Pathway Farm Investor

Candidates who want to establish and run a farm in one of Manitoba’s rural areas may apply for this pathway. Initially, a Provisional Work Visa is issued to them. They receive an offer of nomination for a Canada permanent residence visa if their business is established and meets the requirements of the Business Performance Agreement.

How to calculate points for MPNP?

Using a points system, Manitoba selects and nominates eligible individuals who will move to the province and live there permanently. After receiving the Certificate of Provincial Nomination, candidates who meet the minimal requirements as determined by the Manitoba immigration Points Calculator may submit an application for a permanent residence permit in Canada.

For the candidates to be able to apply under the MPNP category of Skilled Worker, they must first score 60 out of 100 points. They receive points according to the following five criteria:

Candidates who receive at least 60 points out of 100 are eligible to submit applications through the MPNP Skilled Worker Pathway. They must then submit an EOI Express of Interest and are evaluated again for a ranking system worth a total of 1000 points. Candidates who receive the most points from the pool of candidates are given the Provincial Nomination Certificate. They can then apply for their Canada PR visa.

Candidates are evaluated based on six factors: language proficiency, education, work experience, age, flexibility, and risk assessment. The final factor included negative points, which can impact your overall score.

What are the occupations In-demand in Manitoba?

The MPNP is designed to meet the needs of Manitoba employers and is driven locally. It selects experienced and trained overseas workers who possess the skills required by the local labor market. The MPNP classifies occupations as “in-demand” in order to better identify candidates in the MPNP pool who can meet the needs of Manitoba employers. The MPNP’s In-Demand Occupations list is regularly updated.

Several occupations on the in-demand list are restricted to specific MPNP skill streams. Candidates must meet the specific requirements and criteria for one of the various sub-streams listed under each immigration pathway. During EOI Expression of Interest draws, candidates with in-demand occupations will be given priority.

Canadian Language Benchmark Levels

The CLB levels specified in the list of In-Demand Occupations serve as the thresholds for all Skilled Worker streams. However, some pathways may specify more stringent eligibility requirements.

Individuals applying through the IES International Education pathway, for example, must have a minimum CLB 7 level in all four skill areas (reading, listening, speaking, and writing), regardless of occupation.
