The Prince Edward Island Provincial Nominee policy is Prince Edward Island’s immigration policy aimed at foreign nationals who can positively contribute to the province.

The PEI PNP is divided into three main immigration paths. The first two paths are further subdivided into other types. Under the third Express Entry pathway, the PEI PNP provides a speedy option for individuals to get a Canada PR Visa, frequently in as little as 6 months.

Prospective applicants interested in immigration to Canada through the PEI PNP have two options for obtaining the Nomination Certificate. The first approach is to apply directly to the PEI PNP outside of the Express Entry Program via the Office of Immigration of Prince Edward Island. If accepted by the PEI PNP, candidates can construct an Express Entry profile and attach the Provincial Nomination Certificate.

The second approach for prospective immigrants to acquire a nomination from the PEI PNP is to first construct a profile in the federal Express Entry pool. It will improve their CRS score in the Express Entry pool by 600 points, effectively ensuring an ITA for a Canada PR Visa in the next Express Entry draw.

PEI PNP: Business Impact Pathway

The Business Impact Pathway of the PEI PNP is for candidates who intend to invest in and actively manage a business in Prince Edward Island. The PEI PNP immigration process is further broken into three categories:

Business Impact Pathway: 100% Ownership Category

As the name implies, the 100% Ownership Category is for overseas nationals who will own the whole business created in Prince Edward Island. It could be a new business launched by the individual or the complete purchase of an existing business in PEI by the individual.

Requirements:

Individuals wishing to apply for any of the immigration options under the PEI PNP must meet a variety of standards. The criteria varies based on the immigration sub-category, however many of the requirements are universal to all applicants.

100% Ownership Category requires the individuals to:

Provide a detailed business plan for the firm being bought in PEI
Provide continuous and active management of the business by remaining in PEI
Enter into an escrow agreement that requires a $200,000 deposit
Invest at least $150,000 in the firm through PEI

Aside from the foregoing, the company must also meet certain conditions to qualify for the 100% Ownership Category. The business must be:

A for-profit corporation in good standing with all obligations and debts
Maintain a permanent establishment and company headquarters in PEI
Pay all income tax on taxable income
Possess assets with a minimum book value of $150,000
Possess the potential to provide significant financial profit for PEI

The 100% Ownership Category of the PEI PNP provides thorough standards for the firm owner as well. This is because the business owner is viewed as vital as the business itself.

Business Impact Pathway: Partial Ownership Category

The Partial Ownership Category under the PEI PNP’s Business Impact Pathway is for overseas nationals who want to purchase a portion of a business in the province rather than the entire business. Candidates must purchase a minimum of one-third of the firm. They can also make a minimum equity investment of CAD 1,000,000 in the company.

Requirements:

Provide a clear business plan for partial ownership of the business
Provide continuous and active management of the business by remaining in PEI
Enter into an escrow agreement that requires a $200,000 deposit
Invest at least $150,000 into the firm in PEI for partial ownership of a minimum of voting shares of 33.3%, or make an investment of at least $1 million in the business

Business Impact Pathway: Work Permit Category

The Work Permit Category is for foreign people who want to immigrate to PEI and work in the business they plan to invest in. It is an excellent alternative for those looking to gain expertise in day-to-day business operations before investing in funds. If not, the Work Permit Category has similar conditions as the Partial Ownership Category.

Requirements:

Get a work visa for PEI
Provide a comprehensive Business Plan for partial or full ownership of the business
Actively operate the business while staying in PEI for an extended period of time
Sign the Performance Agreement, which includes criteria for investing in the business
Make an investment in the business of at least $150,000

PEI PNP: Labor Impact Pathway

Those who do not intend to own a business but who plan to live and work in the province can use the Labor Impact Pathway under PEI PNP. Candidates must meet certain requirements related to education, training, and experience that are in high demand in Prince Edward Island’s labor market.

The two subcategories of the PEI PNPs Labor Impact Pathway are further separated. While the requirements for these two immigration categories are largely different from one another, there is some overlap.

Labor Impact Pathway: Skilled Worker Category

Candidates who have been hired or will be hired by an employer in Prince Edward Island fall under the Skilled Worker Category of the PEI PNP Labor Impact Pathway. It is necessary for applicants to have knowledge and experience in a specialized field, including post-secondary education.

Requirements:

Be between the ages of 59 and 21 years
Must have a full-time, long-term (at least two years) job offer from a PEI employer for a skilled position at NOC Level B, A, or 0
Need to have a current work visa if working in Prince Edward Island
must be legally permitted to reside in the country in question
possess a two-year postsecondary degree
Must have completed relevant coursework within the last two years or at least two years of full-time work experience
must have enough money to settle in Prince Edward Island
must exhibit fluency in either English or French

Labor Impact Pathway: Critical Worker Category

The Critical Worker Category in the PEI PNP Labor Impact Pathway is for unskilled or skilled workers. Applicants must be currently employed in a PEI business or have an employer in PEI who will sponsor them for a Canada PR visa. This category includes vocations such as food service, truck driving, housekeeping, and general labor.

Requirements:

Be between the ages of 59 and 21 years
Must have a valid work visa
Must have at least 6 months of full-time job experience with the company in PEI
Must have legal status in the current nation of residence
Be at least a graduate from high school
Must have appropriate cash for staying in PEI
Must have a long-term full-time job offer from a company in PEI at NOC Level D or C for unskilled or skilled positions
Must demonstrate language proficiency in either French or English.

Language competency can be demonstrated by an IELTS Test score of at least 4.0 bands with the following threshold individual scores: Speaking 4, Writing 4, Reading 3.5, and Listening 4.5.

PEI PNP: Express Entry Pathway

Prince Edward Island Province uses the Canada Express Entry system to attract prospective immigrants to their provincial nominee program, PEI PNP. PEI can provide a NOI Notification of Interest to Express Entry applicants whose profiles satisfy the standards desired by the province.

Applicants who desire to be admitted by the PEI PNP through the Express Entry pathway must meet a variety of criteria. Candidates must have abilities that meet the present labor market needs in the PEI Province. These criteria change over time according to the province’s evolving labor market needs. A job offer from a business in PEI is not required.

Federal Skilled Worker Program requires the candidates to:

Have a diploma at the high school level
Have a minimum of one year of full-time continuous skilled work experience
Work experience must have been achieved in a NOC - National Occupational Classification Skill level B, A, or 0
Prove competency in French or English at CLB Level 7

Canadian Experience Class Program requires the candidates to:

Have no minimal requirement for education
Possess a minimum of one year full-time skilled work experience in Canada, which does not have to be continuous but must have been achieved within the last three years from the application date
Work experience must have been achieved in a NOC - National Occupational Classification Skill level B, A, or 0
Prove proficiency in French or English equal to CLB - Canadian Language Benchmark Level 7 for NOC Skill level A or 0 work experience and CLB - Canadian Language Benchmark Level 5 for NOC Skill level B job experience

Federal Skilled Trades Program requires the candidates to:

Have no minimal requirement for education
Have at least two years of full-time experience in a skilled trade position
Have a job offer to work in a skilled trade in Canada or a qualification certificate in a skilled trade issued by a Canadian authority
Demonstrate competency in French or English at CLB level 5 for listening and speaking and CLB level 4 for writing and reading
